Efflam Moysan manages modular cable landing station and undersea cable projects for Actemium Le Mans Energies & Process. It’s a job that takes him to the four corners of the world.

Efflam Moysan is a project manager at Actemium Le Mans Energies & Process. His business unit specialises in modular cable landing stations (MCLS). These modular buildings are used to connect undersea fibre-optic internet cables to the terrestrial network.

This infrastructure provides a reliable landing point for the internet, especially in remote locations or areas subject to severe constraints. It secures the link, and processes and transmits data to local infrastructure while also powering the undersea cable. “The MCLS offers greater agility and flexibility than a conventional cable landing station (CLS) but remains competitive in terms of costs,” says Efflam Moysan.

They are designed and assembled by an experienced team in a controlled environment in Le Mans before being broken down and shipped by sea to their final installation point.

Youth and experience

The young project manager recently concluded a lengthy series of projects that took him to locations including Mexico and California. His most striking memories are undoubtedly those of the Grover Beach project, located north of Los Angeles, California. “That was an unusual project, because for local regulatory reasons (construction permits, building classification authorisation, etc.), we had to build the entire structure in the United States rather than back in Le Mans,” explains Efflam Moysan, who spent four months on location as a result.

“It was a complex project and difficult to manage. We had to deal with considerable administrative and technical constraints, working with contractors we didn’t know and in a different working and pricing culture. The success of the project owes a great deal to the human factor. The fact that I speak English made things easier. I learned a lot from that project.”

At just 29 years of age, Efflam Moysan has already amassed considerable experience in the five short years he has been active at VINCI Energies. It was at SDEL Transport Services, the subsidiary specialised in the maintenance and construction of transport infrastructure, that the young engineering graduate from ENSAM (Ecole nationale supérieure d’Arts et Métiers) completed his end-of-study placement in Angers before being offered the job of project manager at VINCI Energies headquarters in Nanterre.

“That was an interesting year-and-a-half, because I was working on cross-business projects with business managers who took many different approaches.”

All-rounder

But Efflam Moysan wanted to be nearer to his partner’s home in Angers in western France. And so, in October 2022, he joined Actemium Le Mans Energies & Process, where the post of MCLS Project Manager had opened up.

Today, the young project manager particularly appreciates being able to manage briefs from the order-taking stage through to final approval. “Since the stations are designed and assembled in our workshops in Le Mans, I get a feel for everything in this job: distribution, direct current, command-and-control, cold systems, fire safety systems, even generator units.”

His area of responsibility also includes the study phase, purchasing, team and contractor management, logistics, testing with the customer before shipping, and the post-installation verification visit. “Commissioning is the culmination of all our work. It’s a proud moment to see the customer’s satisfaction with the finished product.”

He has felt the same way since his first major project in Pointe‑Noire, Congo, followed by many others in Africa: in Abidjan (Côte d’Ivoire), Muanda (Democratic Republic of the Congo), and Libreville (Gabon).

Versatility

For the past few months, Efflam Moysan has been identifying prospects for new projects, attending trade fairs such as SubOptic in Lisbon last June, and the upcoming Submarine Networks EMEA in London in May 2026, where Actemium Le Mans Energies & Process will be presenting a pilot project for a wind-powered station.

His commercial targets include local telecommunication operators such as Orange, cable specialists such as the France-based world leader, Alcatel Submarine Networks (ASN), and not least, GAFAM (Google, Apple, Facebook, Amazon and Microsoft).

Curiosity, organisation, flexibility and agility: these are all qualities that the young project manager – a real all-rounder – brings to his work. As a child, he discovered a love of travel with his choir (Les Petits Chanteurs de Saint‑Marc), which he combines with horse riding, ballroom dancing, rugby, Scouting, aviation, climbing, and most recently, volleyball.
